Why did Holden give his hat to Phoebe?

He gave it to her, simply, because it began to rain and he wanted to protect her. However, when she was wearing his hat and carrying his suitcase, it made him realize Phoebe is following directly in his footsteps. This is what makes him change his mind about running away from home.
