Are PSP games regionally encoded?

I am wondering, if I buy a PSP in Los Angeles, will I be able to play games - both UMD and downloaded ones - bought in Europe? Or will it just give me errors? And, I live in Europe by the way. Thanks for those who will be answering. :)
