Can I still open a non-deductible traditional IRA and roll it into Roth for 2010?

No you can't. Roth conversions have to be done prior to Dec 31 of the tax year so you're too late. Also, the IRA contribution limit is still $5000 or earned income, whichever is less. You can make that still for 2010.
